The spread of democracy to a majority of the world's states and the legitimization of the use of force by multilateral institutions such as NATO and the UN have been two key developments since World War II. In the last decade these developments have become intertwined, as multilateral forces moved from traditional peacekeeping to peace enforcement among warring parties. This book explores the experiences of nine countries (Canada, France, Germany, India, Japan, Norway, Russia, UK and US) in the deployment of armed forces under the UN and NATO, asking who has been and should be accountable to the citizens of these nations, and to the citizens of states who are the object of deployments, for the decisions made in such military actions. The authors conclude that national-level mechanisms have been most important in assuring democratic accountability of national and international decision-makers.

The editors identify two dominant international trends: 1) growth of international institutions (e.g., UN, NATO) that use force for collective purposes and 2) democratic accountability for use of force. They evaluate nine countries' deployment of forces, finding them qualified as democracies through respect for law and majority rights. Six have parliamentary systems, Russia and US have presidential systems, and France has a mixed presidential-parliamentary system. Canada and Norway contribute forces to all UN missions, and India has the most military forces. Four are Security Council permanent members. By 1998, the nine states accounted for 60 percent of global military expenditures and one quarter of the world's military personnel with combined assessments for UN peacekeeping, 70 percent through 2000. Three countries (Canada, Norway, India) contribute substantially to UN peacekeeping, while two newcomers (Germany, Japan) have acted cautiously in trans-European operations. The study concludes that for the first time since WW II, states appear willing to deploy their forces within frameworks established by international institutions. However, they insist that nations authorize deployment particularly in larger, riskier military operations. Since the Cold War, a mixed system is evolving designed to assure that use of force be democratically accountable at both national and international levels. ^BSumming Up: Recommended.
