Kan's well-written volume is thoroughly documented and contains a useful index and notes. He develops an interesting model, "high intensity crime," and recommends fine-tuning US policies. Kan (US Army War College) writes that "there is no military strategy that can defeat the law of supply and demand." But ultimately he recommends a high intensity military-police policy. He cannot make the leap to legalization and maintains that legalization is "years away." The failure to embrace a comprehensive break with past failed policies is the biggest flaw in the work. Legalization of marijuana is not years away, it is happening now, and while it will not solve all of the problems associated with the illegal drug trade, it will put an end to well over half of the folly that has been the war on drugs. Kan's book makes some valuable recommendations, but even though he acknowledges that "prohibition does not work and is even counter-productive," he can not quite abandon the failed and self-defeating criminalization policies of the past.
