The wars in Afghanistan and Iraq have focused new attention on a perennial problem: how to end wars well. What ethical considerations should guide war's settlement and its aftermath? Classical just-war theory provides principles that structure moral reflection about going to war (jus ad bellum) and about conduct in war (jus in bello). The increasing role of foreign military intervention and civil wars in the post-Cold War era highlights the need for further analysis of justice at the end of war (jus post bellum). It is not enough to end wars; if human rights are to be advanced, a just peace is necessary. This collection of essays examines key moral issues on securing a just order after military conflicts have ended. The book includes ten chapters, several of them by leading just-war scholars, on topics such as the moral responsibility of war's victors toward the vanquished, the pursuit of reconciliation among antagonists, and the quest for rehabilitation rather than retribution. In view of the limited scholarship on justice in the aftermath of war, these important essays contribute significantly to the further development of just-war theory. This book is essential reading for scholars and decision makers concerned with contemporary warfare and recommended for general readers interested in the ethics of contemporary international relations.
