Summary This report grew out of concerns about the weak levels of mathematical proficiency among U.S. citizens and the inequities in the achievement of students of different ethnic, cultural, and social groups. Debates concerning the value of specific curricula, requirements for teacher knowledge, and standards that students should meet are poorly informed because research evidence is lacking. The report proposes a long-term, strategic program of research and development in mathematics education with the twin goals of raising the level of mathematical proficiency and removing inequalities. The program addresses issues directly related to teaching and learning by focusing on three domains: developing teachers' mathematical knowledge for teaching; teaching and learning mathematical practices--the mathematical know-how that characterizes expertise in learning and using mathematics; and teaching and learning algebra in grades K-12. To gain the necessary political support for the program, the report recommends that work begin in three key areas: studies providing evidence for necessarily political decisions concerning standards of mathematical proficiency to be met by students; studies of current instructional practice and curriculum in U.S. classrooms; and studies that assemble existing measures of mathematical performance or develop new ones that can be used in the proposed program.

Summary The Department of Homeland Security (DHS) is responsible for protecting the United States from terrorism. It achieves this goal partly through the Urban Areas Security Initiative, which allocates resources to states and urban areas. Until DHS can know the effectiveness of available risk-reduction alternatives or determine reasonable minimum standards for community preparedness, allocating homeland security resources based on risk is the next best approach; areas at higher risk are likely to have more and larger opportunities for risk reduction than areas at lower risk. This monograph offers a method for constructing an estimate of city risk shares, designed to perform well across a wide range of threat scenarios and risk types. It also proposes and demonstrates a framework for comparing the performance of alternative risk estimates given uncertainty in measuring the elements of risk. Finally, it makes five recommendations for improving the allocation of homeland security resources: DHS should consistently define terrorism risk in terms of expected annual consequences; DHS should seek robust risk estimators that account for uncertainty about terrorism risk and variance in citizen values; DHS should develop event-based models of terrorism risk; until reliable event-based models are constructed, DHS should use density-weighted population rather than population as a simple risk indicator; and DHS should fund research to bridge the gap between terrorism risk assessment and resource allocation policies that are cost-effective.

Summary The No Child Left Behind Act (NCLB) is a performance-based accountability system built around student test results. The accountability system comprises explicit educational goals, assessments for measuring the attainment of goals and judging success, and consequences (rewards or sanctions). But the mechanisms through which the system is intended to work are not well understood. The authors examined five accountability models: two from the manufacturing sector (the Malcolm Baldrige National Quality Award Program and the Toyota Production System (TPS)), a performance incentive model used in the evaluation of job training programs for the poor, accountability in the legal sector, accountability in health care as shown by clinical practice guidelines, use of statistical risk-adjustment methods, and the public reporting of health performance measures. Although education faces unique challenges, the authors conclude that educators can learn much from these other sectors. The Baldrige, TPS, and the clinical practice guidelines suggest the importance of focused institutional self-assessment, understanding school and district operations as a production process, being able to develop and apply a knowledge base about effective practice, and empowering participants in the process to contribute to improvement efforts. The job training and risk-adjustment models and the legal and health care accountability models provide specific guidance on how to enhance system-wide accountability in education by broadening performance measures; making sure performance goals are fair to all students and schools; developing standards of practice in promising areas; and encouraging professional accountability.

Summary The Phillips ROI Methodology™ utilizes five levels of evaluation, which are essential in determining the return on investment. At Level 1 - Reaction and Planned Action, attendee and stakeholder satisfaction from the meeting can be measured. Almost all organizations evaluate at Level 1, usually with a generic, end-of-meeting questionnaire. While this level of evaluation is important as a "stakeholder" satisfaction measure, a favorable reaction does not ensure that attendees have acquired new skills, knowledge, opinions or attitudes from the meeting. At Level 2 - Learning, measurements focus on what participants learned during the meeting using tests, skill practices, role-plays, simulations, group evaluations, and other assessment tools. A learning check is helpful to ensure that attendees have absorbed the meeting material or messages and know how to use or apply it properly. It is also important at this level to determine the quantity and quality of new professional contacts acquired and whether existing professional contacts were strengthened due to the meeting. However, a positive measure at this level is no guarantee that what was learned or whether the professional contacts acquired will be used on the job. At Level 3 - Job Applications, a variety of follow-up methods can be used to determine if attendees applied on the job what they learned or acquired at the meeting. The frequency and use of skills are important measures at Level 3. While Level 3 evaluations are important to gauge the success of the meeting, it still does not guarantee that there will be a positive business impact in the organization or for the attendee. At Level 4 - Business Results, the measurement focuses on the actual business results achieved by meeting participants as they successfully apply the meeting material or messages. Typical Level 4 measures include output, sales, quality, costs, time and customer satisfaction. Although the meeting may produce a measurable business impact, there is still a concern that the meeting may cost too much. At Level 5 - Return on Investment, this ultimate level of measurement compares the monetary benefits from the meeting with the fully-loaded meeting costs as expressed in the ROI formula. All levels of evaluation must be conducted in order to determine the ROI of a meeting or event. The data collected should show a chain of impact occurring through the levels as the skills and knowledge learned (Level 2) are applied on the job (Level 3) to produce business results (Level 4).
